Harry Pappas, chairman and CEO of Pappas, which began to build a Spanish-language network based on programming from Mexico's TV Azteca, said he was disappointed with the performance of the network. Azteca has been a distant third behind Hispanic TV network powerhouse Univision, and NBC Universal's Telemundo, which has challenged the license renewal of KAZA, because it is being operated by a foreign company.
